Requests for Proposals (RFP) for William Mead Homes
Public Art Bus Shelters
Submit proposals by COB Friday June 28, 2024
INTRODUCTION
The Housing Authority of the City of Los Angeles (HACLA) is seeking local artists to submit their proposals to be considered for the design of new bus shelters located at William Mead Homes at 1300 Cardinal St, Los Angeles. The project location is near Downtown Los Angeles, Chinatown and the Hope corridor. William Mead Homes is a 415-unit family public housing community owned and managed by HACLA. HACLA received the Choice Neighborhood Initiatives Planning Grant from HUD to support the development of a comprehensive neighborhood Transformation Plan that will outline a strategy for the replacement of the existing public housing units at William Mead Homes. The resident-informed Transformation Plan will highlight the vision of the community for the future redevelopment of William Mead. The William Mead community has a large population reliant on public transportation. Unfortunately, the public transit stops accessible to residents are exposed to the open environment. Using Choice Neighborhood Initiatives Planning Grant funding, HACLA will be able to provide two or more bus shelters that will safeguard the community from rain, wind, and sunlight offering a place to rest while waiting for their bus. The vision for this project is to have signature quality artwork in the design of the new bus shelters that values community representation.
SCOPE OF WORK
To enhance the community engagement aspect of this project, we are looking for artists who have an interest in working in the public realm, working directly with communities, incorporating feedback from residents, and have a mission to make the neighborhood a better place. The artist should represent the neighborhood and reflect the history and character of the William Mead community through art. To help support in the process, HACLA has a community engagement team that will be available to provide technical assistance to any artists who may require it during the design and completing phases of the project. HACLA will provide necessary support to facilitate engagement with the community and residents. HACLA is seeking the artist’s services to design and produce artwork that will be printed on a Vinyl that will be used as a wrap for the bus shelter (See attachment A). The artist shall submit a proposal that aligns with the established goals of the project and meet Choice Neighborhood Initiatives Planning Grant: Early Action Activity guidelines. In addition, the artist should conduct research as necessary to understand the site, project, culture, William Mead history, and other considerations necessary for the artist approach.
DELIVERABLES
Artists that are interested in this project must submit the following:
A. Letter of Interest: no more than one-page in length which explains your interest in this project. Please include artist name and contact information.
B. Artist Statement: no more than two-pages in length describing your work and community engagement approach while taking on a project.
C. Current Resume: detailing past work experience.
D. References: at least 3 professional references familiar with your work and working methods. List should include contact information.
E. Work Samples: at least 3 examples of past artwork.
F. Submit HACLA’s completed Quote for Small Purchase by COB Friday June 28th, 2024.
BUDGET
The maximum amount of funds for this project is $20,000 which will be distributed as $15,000 for the artist and $5,000 for community engagement expenses.
SCHEDULE
Artwork to be delivered to HACLA within TWO months after Notice to proceed is issued.
DEADLINE
The Request for Proposals (RFP) window will be open for two-weeks after posting date.
SELECTION PROCESS
The Committee will review the submittals and select an artist to create an original site-specific artwork.
The evaluation of the finalist’s artist concept will be based on a review of submitted concepts using the
goals outlined for the project as well as the following criteria:
1. An initial proposal that reflects the goals and guidelines of the project
2. A body of work reflecting artistic excellence.
3. Experience working in public settings and public process
4. Creativity in community engagement approach
5. Success in reflecting the community’s vision and spirit
6. Feasibility of completing the project within the allotted budget and timeframe
7. References provided as part of the deliverables which will be contacted prior to final selection.
